FMGE Eligibility for NEET PG Counselling: FMGE Requirement, Registration & State-Wise Rules

Foreign medical graduates can pursue MD/MS and other NEET PG-linked postgraduate courses in India, but they must satisfy both the NEET PG eligibility requirements and the applicable FMGE, medical registration and internship requirements.

For FMG NEET PG counselling, passing FMGE is an important eligibility step for Indian citizens and OCI candidates who obtained their primary medical qualification outside India. The candidate must also meet the internship and registration conditions applicable for the relevant admission year.

For NEET PG 2026, the national exam is conducted by NBEMS, while state counselling is handled by the respective state or designated counselling authority. MCC conducts counselling for 50% All India Quota PG seats and other specified institutions, while state authorities conduct counselling for their respective state quota seats.

The important point is that FMGE eligibility does not automatically give an FMG access to every state's state quota. State domicile, registration requirements and seat eligibility can differ.

Who Is a Foreign Medical Graduate?

Under the Foreign Medical Graduate Licentiate (FMGL) Regulations, 2021, a Foreign Medical Graduate is a person who does not have their basic graduation or primary medical qualification from a university, medical college or institution in India and seeks a licence to practise medicine in India.

For NEET PG purposes, this generally covers Indian citizens or OCI candidates who completed their primary medical qualification abroad.

Being an FMG does not itself prevent a candidate from appearing for NEET PG. However, the candidate has to fulfil the additional regulatory requirements applicable to foreign medical graduates.

The basic route for an FMG is:

Foreign MBBS → FMGE → required internship → medical registration → NEET PG → state counselling eligibility

An FMG generally needs to satisfy:

• A qualifying primary medical qualification from abroad

• FMGE qualification, where applicable

• Required internship completion

• Valid medical registration as prescribed

• Qualification in NEET PG

• The state-specific eligibility conditions for the counselling in which the candidate is applying

The exact requirements can differ between states.

For example, Andhra Pradesh's 2025 PG prospectus required FMGs to have qualified FMGE, completed or be likely to complete internship by the prescribed deadline, and upload Permanent Medical Council Registration.

UP's official NEET PG 2025 brochure also expressly stated that Foreign Medical Graduates were eligible for UP NEET PG counselling subject to the eligibility conditions prescribed for FMGs.

FMGE Requirement for NEET PG

The FMGE eligibility for NEET PG counselling begins with clearing the Foreign Medical Graduate Examination, wherever FMGE is the applicable screening examination.

NMC's FMGL framework requires eligible foreign medical graduates to clear the prescribed licensing examination and fulfil the conditions for registration in India.

For state counselling, authorities may specifically ask FMGs to submit their FMGE result or pass certificate along with their medical registration documents.

For example, the Andhra Pradesh NEET PG 2025 prospectus explicitly required candidates with an undergraduate medical qualification from outside India to qualify FMGE and mandated submission of the FMGE Screening Test result.

Internship Requirements

Internship is one of the most important requirements for foreign medical graduates NEET PG eligibility.

For NEET PG 2026, candidates are required to have completed, or be likely to complete, the compulsory one-year internship by the date prescribed in the NEET PG 2026 eligibility conditions. The 2026 eligibility information specifies 30 September 2026 as the internship completion deadline.

For FMGs, there is an additional NMC requirement.

Under the FMGL Regulations, 2021, FMGs covered by the regulations are required to undergo 12 months of supervised internship in India after meeting the prescribed licensing requirements.

Why the internship matters

An FMG waiting to complete the required internship may face difficulty obtaining the registration needed for postgraduate admission. State counselling authorities may also require the internship completion certificate at the time of application or admission.

Eligibility for State Counselling

FMGs are not automatically eligible for NEET PG state counselling in every state. While FMGE qualification is an important requirement for foreign medical graduates, each state can prescribe its own eligibility conditions for admission to its state counselling process.

In several states, eligibility for state quota seats is linked to completing the MBBS course from a medical college within that state, along with other domicile or local-candidate requirements. As a result, an FMG who completed their primary medical qualification outside India may not be eligible for the state's state counselling or state quota seats, even after qualifying FMGE and NEET PG.

How FMGs Register for State Counselling

The registration process is generally completed through the concerned state counselling authority's official portal.

An FMG should:

1. Check the state's latest NEET PG counselling notification.

2. Confirm FMG eligibility and state quota eligibility.

3. Complete online registration.

4. Enter NEET PG and FMGE details.

5. Upload the required medical registration and internship documents.

6. Complete document verification, wherever prescribed.

7. Pay the counselling or registration fee.

8. Participate in choice filling and seat allotment.

The exact sequence can change by state.

For instance, Dr. NTR University of Health Sciences conducted Andhra Pradesh PG counselling through an online process and required scanned certificates to be uploaded during application.

State-Specific Rules for FMGs

There is no single FMG state counselling rule applicable identically across India. The national FMGE and NEET PG requirements form the foundation, while each state can prescribe additional conditions for its counselling and state quota.

State quota eligibility: Passing FMGE does not automatically make an FMG eligible for the state's reserved or state quota seats.

Domicile or local status: Some states use domicile, nativity, local-area study or residence conditions for state quota seats. Andhra Pradesh, for example, applies detailed local and non-local criteria.

Medical registration: Some authorities may specifically ask for permanent registration, while the applicable rules may permit provisional registration in certain circumstances.

Internship: The counselling authority may specify a particular completion date and require an internship certificate.

Management or private seats: Eligibility for private or management quota seats can be different from eligibility for government or state quota seats.

Because state rules can change from one counselling year to another, FMGs should not rely on the previous year's brochure without checking the new notification.

Documents Required for FMG State Counselling

The exact document list varies by state, but FMG candidates should generally keep the following ready:

• NEET PG scorecard and admit card

• Foreign medical degree or equivalent qualification

• FMGE pass certificate/result

• Internship completion certificate

• Permanent or applicable medical registration certificate

• Passport or proof of identity and nationality

• MBBS marksheets/transcripts

• Migration/transfer documents, where applicable

• Domicile, nativity or local-status documents, where required

• Category certificate, where applicable

• State-specific certificates and undertakings

For example, the Andhra Pradesh 2025 prospectus required the NEET PG scorecard, MBBS qualification documents, compulsory rotating internship certificate, permanent medical council registration for foreign graduates, and FMGE result, among other documents.

Can FMGs Claim State Quota?

Not automatically.

Being a foreign medical graduate and clearing FMGE does not by itself create a right to a state's state quota.

State quota eligibility is determined by the rules of the concerned state. Depending on the state, eligibility may depend on factors such as:

• Domicile or nativity

• Local candidate status

• State-specific education or residence criteria

• Type of seat

• Applicable government notifications

For example, Andhra Pradesh's 2025 prospectus provided detailed local candidate rules for its state quota seats, showing that FMGE qualification and state quota eligibility are separate questions.

Therefore, an FMG may be eligible for NEET PG counselling but still not qualify for a particular state's state quota.

Common Mistakes FMGs Make

Assuming FMGE qualification is enough

Clearing FMGE is an important requirement, but the candidate must also satisfy internship, registration, NEET PG and state-specific conditions.

Ignoring the internship deadline

Completing internship after the prescribed NEET PG or counselling deadline can make a candidate ineligible.

Confusing FMGE registration with state quota eligibility

Medical registration allows a candidate to satisfy the professional eligibility requirement. It does not automatically establish domicile or local eligibility for state quota.

Applying without checking the state prospectus

Each state can prescribe different document, domicile, registration and seat eligibility requirements.

Uploading outdated or incomplete documents

States may reject applications or require additional verification when mandatory FMGE, registration, internship or local-status documents are missing.
