For NEET PG aspirants targeting Andhra Pradesh or Telangana, qualifying NEET PG is only the first step. Eligibility for state counselling depends on the seat type, local-candidate status, study history and the documents used to establish that status.
This is where the AP Telangana NEET PG local non local quota rules become important.
In Andhra Pradesh, the current 2026-27 arrangement continues the local-area framework under which PG seats are classified around the Andhra University (AU) area, Sri Venkateswara University (SVU) area and Andhra Pradesh Unreserved (APUR) seats. The government has continued this arrangement while awaiting a fresh or modified Presidential Order.
In Telangana, admission under the Competent Authority Quota requires a candidate to satisfy the state's local-candidate conditions. The official KNRUHS PG prospectus states that candidates from other states are not eligible for Competent Authority Quota seats.
So, being born in a state, having an address there or simply completing MBBS there does not always answer the local or non-local question. The applicable rule depends on the admission route and the candidate's educational history.
A local candidate is a candidate who satisfies the prescribed local-area or local-status conditions for a particular state or region.
A non-local candidate does not satisfy those conditions. However, being non-local does not mean the candidate can automatically compete for every seat. The seats available to a non-local candidate depend on the state's admission rules and the category of seat.
For AP PG Medical admissions, the current framework recognises:
AU (Andhra University) area
SVU (Sri Venkateswara University) area
APUR (Andhra Pradesh Unreserved)
The 2025-26 AP PG seat notification showed 85% local seats in the respective AU or SVU area and 15% APUR seats, with AU and SVU candidates also eligible for the APUR pool.
Telangana follows a different approach for Competent Authority Quota. Under the official PG rules used by KNRUHS, a candidate must be a local candidate to be eligible for these seats. A local candidate is generally determined through the prescribed four-consecutive-year study requirement in Telangana, subject to the stated exceptions.
This means Telangana NEET PG non local quota should not be understood as a general right to compete for Competent Authority Quota seats.
The AP NEET PG local candidate rules are linked to the candidate's educational region and the relevant local-area provisions.
For the 2026-27 academic year, the Andhra Pradesh Government has explicitly continued the interim arrangements of G.O.Ms.No.83 dated July 23, 2025. The government states that the earlier order excluded the Osmania University area of Telangana from the AP local-area framework and that the arrangement will continue until a fresh or modified Presidential Order is issued. This continuation is specifically mentioned in G.O.Ms.No.95 dated July 20, 2026.
The AP PG counselling framework identifies the AU and SVU areas and classifies seats accordingly. In the 2025-26 PG seat notification:
AU-area candidates could compete for 85% local seats in the AU area.
SVU-area candidates could compete for 85% local seats in the SVU area.
15% APUR seats were available across the AU and SVU areas and Siddhartha Medical College, Vijayawada.
Siddhartha Medical College has a special distribution because it continues as a State-wide Educational Institution.
The broader local-candidate rules use the candidate's study history and, in specified circumstances, residence history. The test is not simply based on the address printed on an Aadhaar card or the location of the candidate's permanent home.
For candidates who studied in the relevant area, the local-status test generally looks at the prescribed consecutive academic-year period ending with the academic year in which the candidate appeared, or first appeared, in the relevant qualifying examination.
The AP framework also contains special treatment for State-wide Institutions. Candidates who studied MBBS at Siddhartha Medical College, Vijayawada are required to provide their Classes 6 to 12 educational details for determining their educational region.
The AP NEET PG non local quota rules are particularly important for candidates who studied MBBS outside the local areas recognised for AP PG counselling.
The Dr. NTR UHS PG application process separates candidates into AU, SVU, non-local and Siddhartha Medical College educational regions. Candidates falling under the non-local region are asked whether they wish to claim "APNL with AP Domicile."
This distinction matters because:

This is an important distinction. AP has an APUR, or Andhra Pradesh Unreserved, pool. Under the current PG framework, 15% of applicable seats are treated as APUR seats, while 85% are allocated as local seats in the AU or SVU areas.

Non-local candidate = not eligible for the 85% local-area pool, subject to the separate rules governing APUR and APNL claims.
The Telangana NEET PG local candidate rule is more straightforward for Competent Authority Quota.
According to the official KNRUHS PG prospectus for the 2025-26 admission cycle, a candidate seeking admission under the applicable PG rules must be an Indian National, Person of Indian Origin or OCI card holder and must be a local candidate.
A Telangana NEET PG local candidate is generally one who has studied in educational institutions in Telangana for at least four consecutive years, ending with the academic year in which the candidate appeared, or first appeared, in the relevant qualifying examination.
There are two important exceptions in the official rule.
Exception 1: State-wide Institution
A candidate who was considered a local candidate for undergraduate MBBS admission in Telangana but subsequently studied in a State-wide Institution outside Telangana can still be treated as a local candidate.
Exception 2: MBBS through Non-Local Quota
A candidate who secured admission to MBBS in Telangana under the Non-Local Quota is not treated as a local candidate under these PG rules.
This second point is particularly important for students who assume that completing MBBS in Telangana automatically makes them local for NEET PG.
The Telangana NEET PG non local quota needs to be understood according to the type of seat.
For Competent Authority Quota, the official KNRUHS PG prospectus states clearly that candidates from other states are not eligible for these seats.
Therefore, a candidate who does not satisfy Telangana local status cannot simply apply for Telangana CQ seats as an open non-local candidate.
Management Quota has had separate local and non-local rules.
For 2025-26, the Telangana Government issued G.O.Ms.Nos.200 and 201 stating that 15% of MQ1 seats would be open to candidates from across India while the remaining 85% in the specified private medical colleges would be reserved for Telangana local candidates. KNRUHS subsequently issued a notification reflecting those changes.
However, the 85% local restriction for PG Management Quota became the subject of litigation, and the Telangana High Court put the new arrangement on hold for the 2025-26 admission cycle.
One of the biggest misconceptions in AP Telangana NEET PG local non local quota is that a domicile certificate alone determines eligibility.
In practice, local status is closely tied to study history and the applicable admission rules.

The seats available to non-local candidates vary between Andhra Pradesh and Telangana based on the applicable quota and counselling rules.
Under the current AP PG framework, the key distinction is between the 85% local seats and the 15% APUR seats.

A special 65.62% AU and 34.38% SVU distribution within the 85% local portion of Siddhartha Medical College, Vijayawada, with the remaining 15% treated as unreserved.
Thus, a non-local aspirant should specifically check whether the seat is part of the APUR/open pool and whether the candidate satisfies the additional APNL or other eligibility conditions applicable to that counselling.
For Telangana Competent Authority Quota, candidates from other states are not eligible under the official PG prospectus.
Non-local options therefore need to be evaluated through the specific seat category, particularly Management Quota or other categories notified by KNRUHS. The applicable 2026-27 seat matrix is essential because Telangana's management-seat framework has undergone changes and litigation.

Passing NEET PG does not automatically make a candidate eligible for a state quota seat. The national NEET PG bulletin expressly states that merely appearing or qualifying does not confer an automatic right to a state quota seat.

APUR is part of the state's AP local-area admission framework. It is not the same thing as the 50% All India Quota counselling conducted through MCC.
